The express transport system FOFR was founded as a domestic system for transport of LTL shipments. Direct cooperation with the partner system in Slovakia was given by the geographic history. Soon after beings launched, the system was forced to respond to customer demand in relation to foreign LTL and parcel shipments, first to EU and later to EEA countries. We asked the director of express transport system FOFR Ing. Martin Drábek about cooperation in the international transport of goods in the FOFR system.
How does the FOFR deal with foreign transport problems?
We needed to choose a strategy because the FOFR is an alliance of six independent economic entities with foreign transport cooperation in their portfolio of services, so competition could arise therefore within one alliance.
For this reason, we started an alliance tender for every necessary foreign connection. The winner then became the general operator of the relevant foreign connection for the entire FOFR system. Afterwards, the software was modified so that the shipping order was as simple for the customer as the domestic shipment order and the shipment was transported to the right cross-dock centre in the relevant foreign connection.
Today, we can deliver LTL shipments and parcels to over twenty European countries, and deliver shipments to our customers from these countries too. We are not taking the way of building our own system abroad, but we cooperate with already existing renowned foreign systems. For our customers, this means expanding the portfolio of services, without complicated arranging individual transport often conjoined with a longer delivery time.
Our tender system is open for FOFR operators in our alliance so that a new tender procedure for an already established foreign connection can be started at any time. This enables us to find the operator with the best conditions for our customers.
Is the demand for your transport and logistics services changing on the market, for example following the growth of e-commerce?
In general, both transport and logistics processes are speeding up and there is a strong stress on transmitting information on the shipment during the logistics and transport process. The e-commerce helps to it a lot of course and it was behind the many services offered as a standard today.
The FOFR is not primarily a parcel system, yet we offer on-line information on the state of the shipment throughout the shipping process. The recipient is informed about the phone number of the delivery driver at the final phase of the shipping process (the last mile), so they can arrange the exact delivery time. A notification of shipment delivery by e-mail or SMS is commonplace, and finally yet importantly, there is a possibility to change the shipment delivery date.
Are you affected by EET in some way – e.g. when collecting cash?
Our branch will fall under the electronic registration of sales in the last wave of the EET, from March 1, 2018. Nevertheless, a number of uncertainties arose at the start of the second EET wave. Basically, it is the fact, that the carrier collects cash from the recipient, but the sender of the shipment will receive it via bank transfer from account to account and this transfer is therefore not subject to the EET. The carrier who collected the cash does not act as the seller’s agent and the collected amount is not a decisive receipt for him.
Payment of the shipment value at the recipient is our standard service for domestic transport and for transports to and from the Slovak Republic. For other foreign connections, this service is substantially limited and at some connections, it is not possible. We do not offer payment of the value of the goods by credit card. As I have already said, we are not primarily a parcel system, where the value of the shipment is in thousands and then bank’s charges for a non-cash payment in tens CZK. The FOFR works primarily with LTL shipments of higher value, where the fee for a non-cash payment is often higher than a freight charge, which unfortunately customers do not accept.
What are you going to present in Munich at the transport logistics trade fair?
Mainly those operators of the system are about to go to Munich who operate foreign connections a want to offer – besides their transport and logistics services – also export and import of LTL shipments from and to the Czech Republic via the FOFR system under standard business conditions.
Also for the express deliveries, this applies that every customer has its specific demands, which are integrated into the whole logistics and transport process and thus the resulting offer becomes individual, “tailor-made” for the customer.
